Commissioner HRH Princess Eurika Mogane represented the Commission for Gender Equality (CGE) before the Portfolio Committee on Small Business Development during its Parliamentary Capacity Building Workshop on Womenโs Entrepreneurship and Economic Empowerment.
Reflecting on Womenโs Month and the phrase “Wathintโ abafazi, wathintโ imbokodo,” Commissioner Mogane confronted the root causes of systemic marginalisation, asking:
“๐๐ข๐ฉ๐๐๐ฃ๐ฉ๐๐ก๐๐ฃ๐ ๐๐ฃ ๐ฉ๐๐ ๐๐๐ง๐จ๐ฉ ๐ฅ๐ก๐๐๐?” โchallenging why women, mothers, and sisters continue to be struck down by violence, economic exclusion, and institutional gatekeeping.
Key Parliamentary Submissions:
๐ Statutory Accountability: The CGE is escalating from advisory reporting to issuing formal statutory directives of non-compliance under Section 11 of the CGE Act and the PFMA against Accounting Officers who fail to implement and report on gender-responsive spending.
๐ Informal Sector Reform: Municipalities must repeal punitive street trading bylaws and allocate Local Economic Development (LED) and Infrastructure Grants toward trading stalls, secure storage, and ablution facilities for informal female traders.
๐ Eradicating Barriers & Sextortion: State organs must eliminate rigid collateral constraints and address institutional corruption, including workplace harassment and sextortion that block women from public procurement.
๐Enforcing the 40% Procurement Quota: Parliament must exercise its appropriation authority to mandate compliance with the 40% preferential procurement target and enforce the Gender-Responsive Planning, Budgeting, Monitoring, Evaluation, and Auditing (GRPBMEA) framework.
