This morning, we convened at the Thulamahashe Community Hall for a critical Accountability Session on the Support Provided to Women in Agriculture. It was a profound privilege to lead this engagement and hear directly from our rural women farmers.

You are the true backbone of our local economy, driving job creation and food security, yet you remain structurally marginalised by unequal access to land, finance, and markets.

Thank you to everyone who tuned in to Capricorn FM this evening! It was an excellent platform to unpack these systemic barriers and publicly reaffirm the mandate of the Commission for Gender Equality.

We are drawing a firm line: policy on paper is no longer enough. We will continue to demand transparent, gender-responsive budgeting and strict, measurable timelines from the Mpumalanga Department of Agriculture, Rural Development, Land and Environmental Affairs.

We cannot say that there are Empowerment Programmes, yet there are no sustainable support structures. On paper it looks good, but on the ground with the people, beneficiaries say that they are made to sign but don’t get any support.

Empowering women in agriculture is essential for rural development and economic transformation. The work continues!

Led by Commissioner HRH Princess Eurika Mogane, the Commission for Gender Equality (CGE) underscores that its mandate to monitor cases is a critical tool in ensuring the justice system works for the people, especially the victims of gender-based violence.

Commissioner Mogane recently spearheaded a strategic engagement at the Mbombela High Court with the National Prosecuting Authority of South Africa (NPA) to break down operational silos and ensure absolute accountability and cooperation between the NPA, SAPS, and the Department of Justice (DOJ).

* The Two-Week Feedback Window: The CGE has established a dedicated 14-day window with the NPA to submit complaints regarding pending or stalled cases and receive direct, actionable feedback on their progress.
* Active Case Tracking: The Commission has officially received and updated its records on an extensive list of monitored cases across Mpumalanga, including active files in Schoemansdal, Tonga, Boschfontein, Kabokweni, Volksrust, Thulamahashe, Kriel, Barberton, and Kamhlushwa.

Commissioner Mogane and the CGE Mpumalanga team are closely tracking court dates, postponements, and outstanding prosecutor decisions on these specific files to ensure they do not fall through the cracks.
* Addressing Case Withdrawals: A major concern highlighted by the NPA is the high rate of case withdrawals due to a lack of witness or complainant cooperation during investigations.

Commissioner Mogane is calling on civil society and community structures to help support victims so they feel safe, protected, and empowered to see their cases through to trial.

Community Call to Action: Submitting Case Numbers

Commissioner Mogane urges community members who know of or are experiencing an active, unresolved, or improperly handled gender-based violence or statutory rape case in Mpumalanga to come forward rather than letting it sit in silence.

The CGE encourages community members to reach out directly by providing a CAS Number or Court Case Number, along with the relevant police station or court area.

The Commission will use this strategic monitoring window to escalate these files and demand answers from the authorities.

Commissioner Mogane emphasizes that closing the gaps in the justice system requires a collective effort, and the CGE remains dedicated to ensuring that every voice is heard.

In analyzing the Premier’s address from the above speech, here are several key milestones for the province deserve appreciation:

☀️ Women’s Economic Empowerment: Traditional Councils are being transformed into hubs for local economic coordination, with a specific mandate to promote women’s participation in economic activity, SMMEs, and cooperatives.

☀️ A Unified Front Against GBVF: Acknowledging that the police cannot work in isolation, the province is integrating traditional leadership into ward-based safety planning and joint community safety forums to combat Gender-Based Violence.

☀️ Dignity Through Infrastructure:The completion and renovation of over 55 Traditional Council Offices, equipped with digital connectivity, ensures that leadership and community consultations happen in functional, respected spaces.

☀️ Accountability to the People: The emphasis on Ummemo cultural gatherings as vital platforms for annual reporting and transparency ensures that Traditional Councils remain accountable to the communities they serve.

☀️ Agrarian Transformation: High appreciation is noted for the “Masibuyele Esibayeni Programme,” which aims to provide essential opportunities for livestock production and the commercialization of communal farming.

I am profoundly honoured to have contributed to a high-level global strategic briefing: “Strengthening Pathways for Indigenous Peoples’ Participation at the UN: Free, Prior, and Informed Consent (FPIC).” 🕊️🇿🇦

In collaboration with United Nations Institute for Training and Research (UNITAR), the The University of Kansas School of Law, and the The University of Utah S.J. Quinney College of Law, where they addressed the urgent need for a unified front in indigenous diplomacy.

The Mission: Sovereignty Through Synergy

On this global platform, I stood as a bridge for our Traditional Houses and the Khoi-San people. Our struggle for recognition and the protection of ancestral lands is shared; therefore, our seat at the international table must be collective and unwavering.

🤎 Purpose: Ensuring FPIC is not a “tick-box” exercise, but a deep-rooted respect for the sovereignty of our Traditional Houses.
🤎 Partnership: Aligning with academic giants like Kansas and Utah Law to provide our Khoi-San and Royal leaders with the legal “teeth” to negotiate.
🤎 Action: Moving beyond dialogue to ensure that Free, Prior, and Informed Consent is a mandatory prerequisite for any development on indigenous land.
🤎 Sustainability: Guaranteeing that the outcomes of these UN engagements provide long-term socio-economic security for the generations that follow.

To our Traditional Leaders and the Khoi-San nation: Your heritage is the heartbeat of this land. By standing at this international crossroads, we are ensuring that no door is closed to us and no policy is written in our name without our signature.

The Commission for Gender Equality (CGE) Mpumalanga Office, under the leadership Commissioner HRH Eurika Mogane and Provincial Manager Ms. Moltah Mavuso, is proud to see our advocacy translate into tangible resources for our communities.

The recent handover of 128 new South African Police Service vehicles on the 31st of March 2026, is a monumental step toward closing the gap between reporting a crime and seeing justice served.

𝐖𝐡𝐲 𝐓𝐡𝐢𝐬 𝐌𝐚𝐭𝐭𝐞𝐫𝐬: 𝐓𝐡𝐞 𝐂𝐆𝐄 𝐅𝐢𝐧𝐝𝐢𝐧𝐠𝐬:

Through our rigorous oversight and investigative hearings, we identified critical barriers that forced many survivors to withdraw their cases:
1) Response Times: A severe shortage of vehicles meant police often couldn’t attend to GBV calls or domestic violence scenes promptly.
2) Investigative Delays: Detectives lacked the mobility to visit witnesses or gather evidence, leading to dockets gathering dust and survivors losing hope.
3) FCS Unit Gaps: Our findings specifically highlighted that Family Violence, Child Protection, and Sexual Offences (FCS) units were under-resourced, directly impacting the most vulnerable.

These vehicles aren’t just transport; they are tools for accountability. They will:
✅ Shorten response times to active GBV scenes.
✅ Empower detectives to fast-track investigations and keep dockets moving.
✅ Increase police visibility in rural areas where access to justice is often hardest to reach.
✅ Support victims by ensuring officers can reach them for feedback and support.

𝐎𝐮𝐫 𝐓𝐢𝐦𝐞𝐥𝐢𝐧𝐞 𝐨𝐟 𝐀𝐝𝐯𝐨𝐜𝐚𝐜𝐲:

1) September 2024: The CGE held a high-profile investigative hearing with SAPS and the NPA in Mpumalanga to probe the alarming rate of case withdrawals. This was the same day that Commission HRH Princess Eurika Mogane started as a Commissioner in the CGE.
2) October 2025: We published our comprehensive Report on the Investigation and Withdrawal of Sexual Offences Cases in Mpumalanga, which formally recommended the urgent standardisation of resourcing and vehicle allocation.

Commissioner HRH Eurika Mogane and the Commission for Gender Equality remains committed to ensuring that “gender mainstreaming” is not just a policy on paper, but a reality for every person in our province. We wish to applaud MEC Mec Jackie Macie – Dcssl for the sense of urgency regardless of tight budgets.

We will continue to monitor these resources to ensure they are used for their intended purpose: protecting our people.

To my fellow Traditional Leaders, Dikgosi, abo Ndabezitha, Dikgoshikgadi, o-Ndlunkulu, Princes and Princesses and the people of our soil,

The time for a passive seat at the table of governance is over. As we reflect on recent events—including the unsettling discourse surrounding the attempted installation of foreign traditional structures like the “Igbo King” on our land—we have received a loud and clear wake-up call. We cannot expect others to respect our borders and our birthright if we do not stand firmly within them ourselves.

Seeing our people rising up and protecting the Thrones and Heritage of South African Traditional Leadership shows that there is so much honour and respect that is still seen and celebrated. Our own people took a stand to make it clear that only South African Traditional Houses and Royal Families are for the South African soil! If this isn’t the ultimate nudge we needed to know our role, responsibility and respect from all, then we are in denial.

As your sister, Princess Eurika Mogane of the Mogane Royal Family and Traditional Council of Moremela, I am calling for a modern revolution of the heart and mind within our Traditional Leadership.

1. Taking Our Seat Seriously
Leadership is not a title; it is a duty of care. We must be proactive, not reactive. To lead in 2026, we must be the most informed people in the room. This means pursuing education—both in the classroom and through the lived experiences of our globalized world. We must master the digital age and modern economics to ensure our heritage isn’t just a relic of the past, but a pillar of our future. We must be part of decision makers in legislation and give much needed inputs into the Bills that are open for inputs. Our inputs are to protect our people and our heritage.

2. Sovereignty Over Interference
We are the custodians of this land. We must stop allowing outside individuals, corporate interests, or political agendas to dictate the direction of our leadership. If we do not define our roles, others will define them for us—and usually to their own benefit. Our authority is ancestral; it is not for sale or external negotiation.

3. The Power of Proximity
Unlike others who visit once every few years for a vote, we live where our people live. We breathe the same air, walk the same dust, and hear the cries of our community daily. This proximity is our greatest strength. We are positioned to be the most impactful leaders in South Africa because we are the only ones who truly never leave.

4. Impact Over Politics
It is time to look past the noise of party politics. We were born with an inherent power that predates any ballot box. We must use that influence to:
* Shape legislation that protects rural development.
* Advocate for land rights and sustainable farming.
* Ensure our culture and heritage are integrated into the modern economy.

“We are not leaders because of a crown, but because of the people we carry on our shoulders.”

Let us rise, get empowered, and become the impactful shields our communities deserve.
