The Commission for Gender Equality delegates after a Hearing with SAPS, NPA and DOJ regarding the High Withdrawal of Cases in Mpumalanga.

The Commission for Gender Equality (CGE) Mpumalanga Office, under the leadership Commissioner HRH Eurika Mogane and Provincial Manager Ms. Moltah Mavuso, is proud to see our advocacy translate into tangible resources for our communities.

The recent handover of 128 new South African Police Service vehicles on the 31st of March 2026, is a monumental step toward closing the gap between reporting a crime and seeing justice served.

𝐖𝐡𝐲 𝐓𝐡𝐢𝐬 𝐌𝐚𝐭𝐭𝐞𝐫𝐬: 𝐓𝐡𝐞 𝐂𝐆𝐄 𝐅𝐢𝐧𝐝𝐢𝐧𝐠𝐬:

Through our rigorous oversight and investigative hearings, we identified critical barriers that forced many survivors to withdraw their cases:
1) Response Times: A severe shortage of vehicles meant police often couldn’t attend to GBV calls or domestic violence scenes promptly.
2) Investigative Delays: Detectives lacked the mobility to visit witnesses or gather evidence, leading to dockets gathering dust and survivors losing hope.
3) FCS Unit Gaps: Our findings specifically highlighted that Family Violence, Child Protection, and Sexual Offences (FCS) units were under-resourced, directly impacting the most vulnerable.

𝐓𝐡𝐞 𝐈𝐦𝐩𝐚𝐜𝐭 𝐨𝐟 𝟏𝟐𝟖 𝐍𝐞𝐰 𝐕𝐞𝐡𝐢𝐜𝐥𝐞𝐬:

These vehicles aren’t just transport; they are tools for accountability. They will:
✅ Shorten response times to active GBV scenes.
✅ Empower detectives to fast-track investigations and keep dockets moving.
✅ Increase police visibility in rural areas where access to justice is often hardest to reach.
✅ Support victims by ensuring officers can reach them for feedback and support.

𝐎𝐮𝐫 𝐓𝐢𝐦𝐞𝐥𝐢𝐧𝐞 𝐨𝐟 𝐀𝐝𝐯𝐨𝐜𝐚𝐜𝐲:

1) September 2024: The CGE held a high-profile investigative hearing with SAPS and the NPA in Mpumalanga to probe the alarming rate of case withdrawals. This was the same day that Commission HRH Princess Eurika Mogane started as a Commissioner in the CGE.
2) October 2025: We published our comprehensive Report on the Investigation and Withdrawal of Sexual Offences Cases in Mpumalanga, which formally recommended the urgent standardisation of resourcing and vehicle allocation.

Commissioner HRH Eurika Mogane and the Commission for Gender Equality remains committed to ensuring that “gender mainstreaming” is not just a policy on paper, but a reality for every person in our province. We wish to applaud MEC Mec Jackie Macie – Dcssl for the sense of urgency regardless of tight budgets.

To my fellow Traditional Leaders, Dikgosi, abo Ndabezitha, Dikgoshikgadi, o-Ndlunkulu, Princes and Princesses and the people of our soil,

The time for a passive seat at the table of governance is over. As we reflect on recent events—including the unsettling discourse surrounding the attempted installation of foreign traditional structures like the “Igbo King” on our land—we have received a loud and clear wake-up call. We cannot expect others to respect our borders and our birthright if we do not stand firmly within them ourselves.

Seeing our people rising up and protecting the Thrones and Heritage of South African Traditional Leadership shows that there is so much honour and respect that is still seen and celebrated. Our own people took a stand to make it clear that only South African Traditional Houses and Royal Families are for the South African soil! If this isn’t the ultimate nudge we needed to know our role, responsibility and respect from all, then we are in denial.

As your sister, Princess Eurika Mogane of the Mogane Royal Family and Traditional Council of Moremela, I am calling for a modern revolution of the heart and mind within our Traditional Leadership.

1. Taking Our Seat Seriously
Leadership is not a title; it is a duty of care. We must be proactive, not reactive. To lead in 2026, we must be the most informed people in the room. This means pursuing education—both in the classroom and through the lived experiences of our globalized world. We must master the digital age and modern economics to ensure our heritage isn’t just a relic of the past, but a pillar of our future. We must be part of decision makers in legislation and give much needed inputs into the Bills that are open for inputs. Our inputs are to protect our people and our heritage.

2. Sovereignty Over Interference
We are the custodians of this land. We must stop allowing outside individuals, corporate interests, or political agendas to dictate the direction of our leadership. If we do not define our roles, others will define them for us—and usually to their own benefit. Our authority is ancestral; it is not for sale or external negotiation.

3. The Power of Proximity
Unlike others who visit once every few years for a vote, we live where our people live. We breathe the same air, walk the same dust, and hear the cries of our community daily. This proximity is our greatest strength. We are positioned to be the most impactful leaders in South Africa because we are the only ones who truly never leave.

4. Impact Over Politics
It is time to look past the noise of party politics. We were born with an inherent power that predates any ballot box. We must use that influence to:
* Shape legislation that protects rural development.
* Advocate for land rights and sustainable farming.
* Ensure our culture and heritage are integrated into the modern economy.

Success requires more than just a title; it requires being Fit for Purpose. Whether in the boardroom or the community, we must continuously refine our skills, our character, and our vision to meet the weight of the assignments we carry.

📍One Woman, One Hectare
I addressed the critical findings of the CGE research report on Barriers to Women’s Access to Communal Land. Our recommendation is clear: the “One Woman, One Hectare” initiative is essential for economic decolonization, ensuring rural women move from subsistence to sustainable commercial success. The United Nations Development Programme – UNDP at the CSW declared 2026: The International Year of the Woman Farmer!

📍Institutionalizing Excellence through Tharika M Group

Today, I had the honor of addressing the Integrated Oversight Workshop convened by the Mpumalanga Provincial Speaker, Hon. N. Makhosazane Masilela and Deputy Speaker, Hon. Sam Masango from the Mpumalanga Provincial Legislature.

Bringing together key stakeholders, the mission for the day was clear: to strengthen legislative oversight and ensure a #MpumalangaProvinceThatWorksForAll.

As the Commissioner for the Commission for Gender Equality (CGE), I shared a firm message on behalf of the constitutional mandate we carry:

📍 Winning Back Public Trust: We must “declutter” our institutions. We cannot let the “bad bunch” overshadow the good. Service delivery is the only way to restore the people’s faith in governance.
📍 The Human Cost of Delayed Policy: The Local Government White Paper has been under review since 1998. That is 28 years. Imagine the life of a 28-year-old today in Mpumalanga. Are they employed? Are they empowered? Or have our slow systems set them up for failure? We must wake up to the fact that delayed policy is a stolen future. This white paper will address over 25 years of systemic failures, including poor service delivery, financial mismanagement, and crumbling infrastructure.
📍 Breaking the Silos: We are all guardians of the people. Whether it is the Legislature or Chapter 9 and 10 institutions, our oversight should not be seen as a hurdle, but as a collective shield for our citizens.
📍 Collective Accountability: As the current Chair of the FISD (Forum for Institutions Supporting Democracy), the CGE is advocating for deeper, collective work with the Legislature. We need meaningful accountability sessions that result in real-world impact.
📍 Gender is Everywhere: Every societal issue—from water to infrastructure—has a gender element. The CGE can only be fully effective when our Municipalities stop failing the people. When service delivery fails, women and children bear the heaviest burden.
📍 A Balanced Society: We must continue to remind our communities: The Rise of Women does not mean the Fall of Men. True equality strengthens the entire fabric of our province.

Commissioner HRH Princess Eurika Mogane was a guest at the 2026 State of the Province Address (SOPA), and was closely monitoring the provincial government’s commitments to the women and children of Mpumalanga. As a dedicated advocate for gender equality and a Commissioner for the Commission for Gender Equality, Her Royal Highness paid particular attention to the Premier’s Honrable Mandla Ndlovu MP, paving a roadmap for tackling Gender-Based Violence and Femicide (GBVF) and promoting gender equality and empowerment.

Key Highlights for Gender Equality & GBVF:
* Gender Equality as a Moral Mandate: The Premier reaffirmed that gender equality is not a symbolic gesture but a human right and a moral obligation essential to improving lives across our province.
* A United Stand Against GBVF: With GBVF declared a national disaster, the Commissioner noted the province’s proactive steps, including providing psychosocial support to over 2,000 victims in just nine months.
* Expanding the Safety Net: Mpumalanga has surpassed national requirements by establishing more than two victim shelters per district, ensuring that those fleeing violence have a secure place to turn.
* The GBVF Brigade Project: A significant highlight was the announcement of the GBVF Brigade project, which will deploy 554 youth across 90 policing precincts to lead community assessments and awareness programs.
* Economic Inclusion: While acknowledging that female unemployment remains high, the Commissioner welcomed the focus on agricultural initiatives and real estate training programs specifically targeting women to ensure financial independence.
* Maternal Health Progress: The Commissioner was encouraged by the efforts to intensify awareness campaigns to reduce maternal mortality and the successful reduction of neonatal mortality rates in provincial facilities.

Commissioner Mogane remains steadfast in her mission to ensure these words translate into tangible protection and progress for every one in the Place of the Rising Sun.

I emphasised that our traditional leadership is constitutionally enshrined (Chapter 12, SA Constitution) and essential for stability and community development.

As Princess Royal of the Mogane Royal Family and Mogane Tribal Authority and Secretary General of the SA Royal Princess Network, I highlighted:
1. Our role as custodians of our heritage and land.
2. The drive for economic empowerment within our communities.
3. The push for modern, inclusive traditional governance.

It’s time to recognise the foundational role our Royal Houses play in our nation’s fabric.

I was honored to attend the World Food Forum Session on Digital Agriculture in Africa. As we witness the devastating impact of the recent floods in Mpumalanga, it is clearer than ever that we must embrace technology to protect our food security.

𝗪𝗵𝘆 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 𝗠𝗮𝘁𝘁𝗲𝗿𝘀 𝗳𝗼𝗿 𝗠𝗽𝘂𝗺𝗮𝗹𝗮𝗻𝗴𝗮? :

1. Early Warning Systems: Real-time data can help farmers predict extreme weather events, allowing them to protect livestock and crops before disaster strikes.
2. Precision Recovery: Using satellite imagery and drones, we can accurately assess flood damage to ensure aid and resources reach the hardest-hit areas quickly.
3. Climate Resilience: Digital tools empower our small-scale farmers with the knowledge to adopt flood-resistant techniques and smarter water management.

Digital Agriculture is not just about innovation; it is about survival. By using real-time data and early-warning systems, we can better protect our crops and livestock from the unpredictable climate challenges we face today.
